Just in case you don't know how, hover over the community link at the top of the page (or near the top of the main client window if you're using that atm), click Market and then enter "summer 2014 card" into the search box.
Aside from that, just save your money for games you actually want to buy and if you get a card from buying games, just sell them on the market to reclaim a little of the money spent on the cards in the first place.
The level 8 requirement is only in place for free cards obtained every 3 community votes and for free cards obtained for crafting badges. It's in place to stop people making alternative accounts to farm free cards and shift them back into their main accounts. There's been problems with sale events in the past which has made doing something like this a requirement.
