I would consider your system compromised.
But i ran it for less than a second than closed it nothing was written on the cmd i opened. Reformating will help?
There is no way to know what the program did (unless you like to reverse engineer stuff)

****If you have clicked on a link to add someone as a friend, logged into a fake Steam site, or downloaded a file such as a fake steam guard file, you need to scan your computer ASAP in safe mode with malware scanners. Once you are sure your computer is clean, then change any passwords to any site that you may have entered manually. Also if you have entered any CC credentials during that period I would get a replacement on as the y may be using a key logger. Good Luck!****
****If you still have access to your account as well as the hacker does, then follow these steps to put a trade/market cooldown on your account so they can't use the trade or market system***:
I'm basing that on this info from https://support.steampowered.com/kb_article.php?ref=1047-edfm-2932 :
Recent Password Reset
If you reset your password, you will be restricted from trading and the Community Market for 5 days. If your account has not had any activity for more than 2 months, these restrictions will apply for 30 days. We do this to help protect users who lose access to their email account. Note that this does not affect password changes, only password resets.
From Me:
1. Go to "Steam" at the top left of the client.
2. Click on "Settings"
3. The first page should be the "Account" section
4. Make sure your contact e-mail is your e-mail
5. Click "Steam" again at the top left
6. Select "Change User..."
7. It will log you out of Steam and return to the log in screen where you enter your credentials
8. then there should be something along the lines of "forgot password" or "retrieve account"
9. Select that then follow the prompts and you will get an e-mail link to reset your password.
