Unable to connect steam server & unable to connect server in dota 2

From past 2 days i am trying to connect my account from steam client but it is not connecting with this massage every time "Could not connect to steam network" . But i can connect my another steam account from same computer and at same time.Sometime, after so many attempts it suddenly connects to my "nightfury32" steam account but there is a problem in that case i.e i can not connect to Dota 2 online server ingame. Always disconnect from game but my net is good at that time and steam is online that time . I tried windows firewall fix,restarted pc, uninstalled steam and again install it but problem remains same. Cannot do that router fix because my connection is local cable broadband connection which does not has any router, only direct connection to my pc.

And i tried re installing my os, but still problem remains same. And now i can't also login from my second account, even i got code verification email from steam for both of my steam account but same problem still i.e "Steam is having trouble connecting to steam servers". Can login from my browser but not my steam client. Again i tried to login steam with -tcp and it worked for first time ,i safely get into steam but when i am opening my game dota 2 and trying to joining a matchmaking server it is saying "unable to connect to server" and i got dc from server. It was happening from when steam client refuses me to login. But my net connection is good at that time. Again restarted pc and when tried to login in steam again that old problem arise. Before this problem i noticed at loading screen for dota2 game i can't rotate my mouse cursor over screen but after this problem at loading screen i can rotate my mouse over screen and got dc .

Any one pls help me out. Tried steam support but no reply till today!

Try going to launch options and clear everything there
