If I don't have enough money on my card to pay, will Steam decline the purchase?
If I don't have enough money on my card to pay, will Steam decline the purchase?
Or I will be overcharged and be on minus in the back account?

Yea, that really depends on your bank. I can tell that PayPal won't do direct debit for Steam, but using CC or DD on Steam has to do with your bank. Just try, worst that can happen is that your bank won't transfer the money and thus the purchase is cancelled. No drawbacks, nothing.
