Steam won't minimize...
when I alt+tab or select another program from taskbar. I have to minimize Steam before I can access another program. The Steam menubar shading changes indicating that it is no longer focused app but it still remains on top.

Also, the Steam Settings window opens under the main Steam window instead of on top.

Is there an "always on top" setting that I accidentally enabled?

mine won't minimize either. Also when I move the cursor over my library it slows down and lags like at 20 fps. Never done this in the past. 2500k, titan. no virus I can find.
Was a solution ever found?

I'm so sorry I can't be of help, I can't remember what I did to fix it. But somehow it did get resolved. I will try to think about what happened as I was so convinced at one point steam was my issue and turned out being unrelated to steam. I think, I can hardly remember.

Usually things of this nature is the result of a bad config file or a tick box somewhere in the options. I wiuld check through your preferences for somthing checkmarked that says Steam always on top or something to that nature

So I just had this problem, come to find out my minimize was the same size as my maximize. All I did to fix this was drag the top of the application down and use the corners of steam to make the grid smaller, them max/min will work as notmal.

I have the same problem steam won't minimize on the task bar and ever since the steam latest update I have noticed the problem, its like it it closed. If you unpin steam from the taskbar steam will disappear completely. Please steam fix the problem.
