Steam level 8?
I remember past Summer sales where I didn't have to be a certain Steam level to obtain cards after voting. Is there a reason for this?

Yes, Valve (Steam) wants you to spend real money to rank up

If you are low ranked (as i am) the only way to rank up is by

1. playing games, get card drops, trade for the ones you are missing or buy them , craft badge - but this method takes way too long and most ppl will never get this done over the course of the next 7 days of the Summer Sale

2. Spend Money: Buy games and if you spend $10 you get 1 card so approximately $100 for 10 cards and you can trade your dupes for the ones you're missing.

Valve is a business so getting you to spend real money is the object in the final analysis. Nothing wrong with that. Personally, I am only buying games that i want - at prices I like - if i get a badge so be it, but to chase the Summer Adventure badges is like chasing shadows - chasing something that has no value and is gone in a week for a significant cost
It's to prevent scammers from creating multiple Steam accounts and getting free stuff. A few years ago during the Winter Sale, Valve had a promotion where they were giving out coal like they're giving out cards today. And users could craft those coals to get free games. You can imagine the frenzy that caused. Valve learned their lesson and now you need to be at least level 8 to benefit.

I guess it makes sense although I think the levels should come a bit easier for those that are members for a long time or actually buy plenty of games.
