Can't trade, no explanation given

I swear, half the time Steam trading just doesn't work. I tried sending someone a trade offer through a trade thread they made and I got this error:

There was an error sending your trade offer. Please try again later.

You cannot trade with [REDACTED].

Yeah, thanks a lot for the clarification. I can sell things on the marketplace so I know I'm not trade-resticted, and I see no trade ban on his account.

I'm currently having this exact problem. Good standing on all fronts and can purchase from marketplace as well...really annoying as the summer event is really trying to get you to use this system...

I tried to put something on the market and got a message about cookies being enabled. I restarted the client and tried the same trade. Now it just says there was an error (16).

I've done that same thing more than once and it just now decides to work...great. I just restarted this time and it worked, dunno how, dunno why, but hey it worked...

I have the same issue. I get the error when I try to make an offer or accept one.

EDIT: I logged out and back in and was able to trade!

Mine just randomly started working again. Probably a temporary issue due to the server load or something.
