Can gtx 760 run these games?

Well as the title says can gtx 760 run these games :P

(Want most) (Skyrim On ultra with 50+ mods and no lag)
(Okey) Dayz Standalone/Rust on high/ultra with no lag)
(Okey) Fallout 3/Fallout New vegas On ultra 20+mods with no lag)
(Okey) Payday 2 on high/ultra with no lag
(Okey) Grand theft auto 4 On high with 10+ mods with no lag

Well i care most on skyrim but the mods i will have will be 2k grapich pack mod and some weapon/armor Spells New npc and some towns fixes

You should be able to run in fine. On my old computer i used to run Skyrim with (at least a handful) of 2k texture mods and it ran fine on my GTS 250, and obviously your GTX 760 is more powerful than my old card. :) So you should be fine.

However... you may not be able to run on ultra, but you might be able to. It really depends on just /how many/ 2k texture mods you add in. Base game (unmodded) you should probably be able to run on ultra though, like Ren said.

Just so you know, I play Skyrim on my ASUS laptop with a 660M, and I use all the Ultra HD Graphics mods I can get. I have a 4 core 2.4GHz processor and 8 GB RAM. It runs just fine for me.

The 760 out performs the 660M. So that graphics card shouldn't be a bottle neck.

My old Desktop has a 580, which according to GPU boss, the760 would out perform in most categories. On my Desktop the only issue I had was it ran Windows XP and would constantly run out of memory and start showing weird texture bugs. This was solved by me upgrading to Windows 7 and installing 8 GB of Ram (was 4 GB previously). It has a 2.6 GHz dual core processor. It runs all the HD graphics mods I can load (some 40+ mods total)
