gift button is greyed out?

last night i bought some games and a few of them were gifts - payday 2 soundtrack triggered a message which said something along the lines of

"Gifts become tradable after a Steam account has been in good standing for at least 30 days. This gift will become tradable on 7 July 2014. See the Steam Trading FAQ for more information"

however, i was still able to send the gift. I've been buying games for years, and bought a few no more than a few days ago.

however, now the gift button is greyed out and not clickable (although purchase for myself works).

this is not related to buying 3 or 4 packs where i already own a game - this is for any purchase at all, whether i own it or not.

if i DO have an item i already own in the cart, it says

"Your account already owns some of the above items, so you can’t purchase them again. You can purchase these items as a gift or adjust the contents of your cart to continue."

at which point, both purchase for myself and purchase as a gift are greyed out.

suggestions welcome.
