Steam keeps telling me I'm logging in from new device?

Heya - I've been using Steam every day for a few weeks now, since I had to move back in with my mom. She has satellite Internet (sadly). I am using the same computer and browser every time. The problem is, whenever I exit the Steam client and re-login, it seems to be resetting my "you cannot trade for 7 days" restriction. And if I try to log in from my browser (Firefox), I get the "Hello! We see you're logging in to Steam from a new browser or a new computer. Or maybe it's just been a while..." :(

What's odd is that, I have made trades in the past couple of days, even before the supposed "7 day restriction" was up - it seems to be random about whether it will let me log in without hassling me, or whether it will let a particular trade go through or not.

Anyone have an idea what might be happening?

I'm assuming with satellite you don't get fixed connection -> new IP every time you connect?

In the verification emails it's sending me, the IP address given is always the same (at least so far).

I'm sharing a connection (through ethernet cable) to another computer, which is connected via wireless router. (I'm not very tech-savvy, so I don't know if that matters?)

My browser settings allow me to remain logged into other sites such as FB and my email.

Steamguard doesn't care about the IP. On the browser, it looks for a cookie that it sets. On the client, it basically does the same, except that it's not called a "cookie" because the client isn't a "browser".

For myself, I get a new IP on every dialup as well, although I don't dialup very often. Same at my parents place, although they disconnect a lot so their IP changes all the time.
On my workplace, we do the "surfing" through a dialup connection -- and the ISP restarts this every 24h.
Such scenarios are very common for private users, which is one of the reasons why IP addresses are never used to identify anything.

I did look and notice the steam client calls the cookie-like data "account credentials"- and this is allowed to be saved to my computer. :) I dunno what's going on - I'm in good standing and have always had Steam Guard enabled, so it seems like I should be able to make trades.

Since I was offline for over a year after a house fire, I'm still waiting for my 30 days to finish before I can use the buy/sell community functions- but if my privileges keep getting suspended for a week every time I log in, I'm worried I'll never be able to use the marketplace and craft badges and all the new cool stuff. *wants a pretty shiny background* XD

I'll try to get things figured out - thank you for all your assistance, and let me know if you think of any solutions! (Other than a decent cablenet connection lol) :)

Make sure your browser is set to accept cookies, and to not delete them. If you are deleting cookies constantly then every time you log in you will be asked for a Steam Guard code and be sent an email.

only other thing I can think of is put the Steam, Config folder in the trash, see if that does it. Can Restore from trash if required.

Don't know that sweeping the registry with ccleaner would help in this instance...

I just wanted to update: renaming my ClientRegistry.blob (to something unrepeatable in polite company) seems to have fixed the problem. :D *very happy now*

I get the same thing, but with the browser rather than the client. Always the same computer, always the same browser. It never flips out on me about the client, only the website keeps insisting that this is a new device and browser, and then triggers the restriction on things like selling my trading cards. I'm going to look into some of the things suggested here for the OP. Mostly cookie management (think that might be the issue), though being treated like a potential fraudster for clearing cookies is a little frustrating.
