My browser settings allow me to remain logged into other sites such as FB and my email.
Steamguard doesn't care about the IP. On the browser, it looks for a cookie that it sets. On the client, it basically does the same, except that it's not called a "cookie" because the client isn't a "browser".
For myself, I get a new IP on every dialup as well, although I don't dialup very often. Same at my parents place, although they disconnect a lot so their IP changes all the time.
On my workplace, we do the "surfing" through a dialup connection -- and the ISP restarts this every 24h.
Such scenarios are very common for private users, which is one of the reasons why IP addresses are never used to identify anything.
Since I was offline for over a year after a house fire, I'm still waiting for my 30 days to finish before I can use the buy/sell community functions- but if my privileges keep getting suspended for a week every time I log in, I'm worried I'll never be able to use the marketplace and craft badges and all the new cool stuff. *wants a pretty shiny background* XD

Don't know that sweeping the registry with ccleaner would help in this instance...
