Deleted the steam backup folder, but it's stuck in recycle bin
I've
-tried to delete it via admin cmd with rd /s, checking $recycle.bin contents with dir /ah or /x /a trying to delete the contents. This seemed to succeed as I manage to delete the "S-1-5-21-3347611656-2087234985-♥♥♥♥454272-1000" folder inside, but every time I refreshed recycle bin on my desktop, it came back.*

-tried to delete it with windows cleanup tool,

-scanned for rootkits (not entirely sure if it's relevant) and found a
HKU\S-1-5-21-3347611656-2087234985-♥♥♥♥454272-1000-{ED1FC765-E35E-4C3D-BF15-2C2B11260CE4}-0\SOFTWARE\MICROSOFT\WINDOWS\CURRENTVERSION\RUN|Java Update (Trojan.Agent.Gen)
(It's supposedly removed succesfully with malwarebytes)

-restarted pc (duh, it's been there for a month now)

If it helps;
-File's named "_SteamBackup" (possibly by me) and is 6,96 GB
-Can't mass-delete file/folders in the recycler since that steambackup folder is there, deselecting after ctrl+a works.
-Can't restore the folder.

Please advice.

When you type "attrib _SteamBackup", what does it show? (Command Prompt)

_SteamBackup doesn't show in the command prompt, instead there's the "S-1-5-21-3347611656-2087234985-♥♥♥♥454272-1000" folder which only seems to contain "desktop.ini" (with >dir /ah)

It only shows in the recycle bin on windows desktop.

Could also use advice for which forum to ask about this issue.

You're kind of in the right forum. But the hardware and operating or off topic guys may be more helpful though (especially now as it is likely to get buried in this section with the Summer Sale going on). If a mod hasn't moved it by now you probably don't have to worry about it being locked or deleted. It's an issue with Steam's files but the issue obviously lies with Windows and its recycling bin.
This probably won't work but have you tried a system restore?

I meant throughout all web, I'd try microsoft forums but they tend to give "robotic customer service" kind of replies.

-I deleted restore points two days ago. Issue is a month old. I'm open for minor possibilities though, sometimes those ideas lead to new ones.

I'm not that versed but the only other thing I can think of is wiping the drive.
