Can't use PayPal from different country to add wallet funds?

So i wanted to use my friends paypal to add funds to my account, or buy some game but i can't make a transaction.

The paypal account i wanted to use is my friends paypal account and he is from different country.

I gets only some generic message like "we couldn't make transaction now" is it a paypal error or steam error?

I don't know who should i contact for support.

It's not an error, i suppose that you can't add funds that doesn't match your country currency.
You can contact steam support about it.
