I suggest avoiding the original version 1 and trying Fallout 3 GOTY if anything... You might have to manually fiddle around with any Games for Windows LIVE installations that might be required. Note Microsoft has shutdown/discontinued GFWL, so you might not need it, not sure.
But if required, use this (ignore Xbox, it's the PC client version):

Install with compatibility mode if needed, before the installation of the actual game.
But, yes, Fallout 3 works very well with 8.1.
Agreed, Azza doesn't really know what he's talking about when it comes to Windows 8.1.
I've been playing Fallout 3 on Windows 8.1 Update 1 (latest version) with no problems at all. I've also got a lot of mods (~30) installed in Fallout 3 and have no problems. In fact, with exactly the same components, I get around 3fps more on Windows 8.1 than I did on Windows 7. Go figure...

This version that I play has no problems with Windows 8.1 and you can install whichever mods you may want without issue.
That is one of the purposes of the mod, though. So, all okay. =)
So, it's up to you how much you want it and when. You can either buy it online as a CD/DVD or wait for it to come on sale.
Edit: I'll be nice to you. Here's a sale for 'Fallout 3 GOTY Edition' on Steam. You'll get a Steam key which you'll be able to add through Steam. It's £4. Very cheap!

Edit: You'll have to be quick! On the site it says; "* While serial numbers supplies last"
At the very least u might have to "Run As Admin" and maybe apply either Vista or Win7 mode, but still runs just fine.

And yes you can go elsewhere and get the retail media disc version very cheap; however it will require Steam activation to use, so the actual disc is useless. As it would be better to just register your key on Steam and download the game that way, which will already be up-to-date and such.
