Every single time I click once inside of the steam program, AND in the in-game browser, I get a hoard of pop-ups and other things that are absolute ♥♥♥♥♥♥♥♥. For real, I deleted every single program from my computer that could POSSIBLY be causing this, so it's obviously a problem with steam. Any help?

Your computer is infected. Immediately scan it with multiple anti-virus/spyware/malware products. Only once you are positive it has been removed, change the passwords to any site/service you may have typed one in since starting to see those ads.
If they come up with no results you may have to reformat your computer. This has been a growing epidemic and not every anti-program will find them. You may have success with a system restore as well, but no matter what don't forget to change those passwords.

Scan one again and again until it find nothing, then go next one. DON'T REBOOT BETWEEN EACH, except ADW Cleaner and Combofix that run after the reboot.

If after a Combofix scan you can't open any software, just reboot, it will fix it.

That is pretty much the best way to ensure to remove nearly all, but if the infection is severe, always better to format and scan your backup files before putting everything back in your PC.
I tend to install my thing temporary on the PC in safe mode using ninite.

Note that its also important to think about HOW you got it in the first place. Ensure you have anti-virus installed ahead of time. But also thik about your own surfing behavior, or the security of your computer and how others might use your computer. Adware doesn't magically appear on your computer via 'the pipes'. So unless you find the root cause as to why (which is usually a 'user' problem) you'll simply be re-infected in the future. Ensure you exercise appropriate Internet hygiene.
