My Game is in Russian
When i bought C.O.D Black Ops it was in English; i had to uninstall it and when i re-installed the gamed the language was in Russian.... I tried going to the setting to change the language but that didn't worked. It don't matter what language i choose, it still shows in Russian.

This seems to be one of those cases here region locking was instituted post purchase. There were a few similar complaints I found when googling it, Here's a couple stating similar issues:

The game isn't region locked. RETAIL cd-keys of the games only have Polish or Russian. Steam versions of those games, actually had ALL languages.

OK I'm just confused as to why when he initially got it it was in English but after playing it and later uninstalling it and even later reinstalling it from Steam he is no longer able to play in English.

That is my confusion as well... When i first installed it it was in english and it was all good. All i did was uninstall and re-install and it was in Russian

That's unlikely. In fact post release a few CoD games got English added back in. Polish/Russina cd version never had English in them for BO1. Its' more likel the language 'hack' they used to get english broke.
So what next? Anyone knows? I tried contacting Steam about it and i havent got an answer back.

My message was and invitation to tell his post wasn't entirely true.
Kinda like those VAC people who tell it's their brother but later admit it was them.

I was questioning him over the truth of his OP.

A game cannot magically allow only russian install when you previously had it in english lol.
Anyway, if he try to lie to VALVE over the source of the cd-key, he will mostly likely gonna get a disabled account or simply game removal like VALVE already did with unallowed store game purchase.

When i boug it, installed it and play it, it was in English. Why would a buy a Russian game and trt to pull something? I didn't bought it on Steam as you can see or VALVE for that matter.

If you have no usefull information, keep your "theories" to your self.

You should verify before buying stuff.

Why do you think they took off the map the website you bought the game on? xD.
They were selling russian games. Buy it from Steam directly next time.

ERAM from Steam moderation also already gived is word about that

As suspected. Shady dealers reselling CIS/RU versions of games purchased for cheap.

Only option now is to wait for Steam to respond and remove the game from your account so you can repurchase it from a legit source.

Good thing is you could open a dispute with your payment method to Kumbaso (after you handle it through Steam). Your Steam account should be safe after that, so you might be able to recover your money from this "Kumbaso" site, since they ripped you off.

They closed their website after scamming numerous persons by not giving their game or selling wrongly advertised games.

He can't, which is why it's always better from Steam directly.
You can edit the game.cfg most of the time and change it to English there.
The dispute wouldn't have to go through the website. I'd still try, if he paid by credit/debit card just try a chargeback and see what happens.

http://www.theguardian.com/money/2008/nov/09/halifax-visa-chargeback-debit-cards

To make a claim using Chargeback, customers must contact their card issuer, which then contacts the company's payment-processing bank to reclaim the money. This means that even if a company goes into liquidation it is possible to reclaim money, as the claim is made against a bank, not the company itself. The claim can be made on any purchase where the goods or services are not provided, and is not dependent on the supplier going bust.

I wouldn't give up just cause they no longer exist.

Of course, depending on how long ago the purchase was made, it may be outside the chargeback window of your bank. It varies a bit.
