OK I'm just confused as to why when he initially got it it was in English but after playing it and later uninstalling it and even later reinstalling it from Steam he is no longer able to play in English.
That is my confusion as well... When i first installed it it was in english and it was all good. All i did was uninstall and re-install and it was in Russian
That's unlikely. In fact post release a few CoD games got English added back in. Polish/Russina cd version never had English in them for BO1. Its' more likel the language 'hack' they used to get english broke.
So you bought froma shady website and never been able to play in english?

I was questioning him over the truth of his OP.
A game cannot magically allow only russian install when you previously had it in english lol.
Anyway, if he try to lie to VALVE over the source of the cd-key, he will mostly likely gonna get a disabled account or simply game removal like VALVE already did with unallowed store game purchase.

When i boug it, installed it and play it, it was in English. Why would a buy a Russian game and trt to pull something? I didn't bought it on Steam as you can see or VALVE for that matter.
If you have no usefull information, keep your "theories" to your self.
You should verify before buying stuff.

They were selling russian games. Buy it from Steam directly next time.

Only option now is to wait for Steam to respond and remove the game from your account so you can repurchase it from a legit source.
Good thing is you could open a dispute with your payment method to Kumbaso (after you handle it through Steam). Your Steam account should be safe after that, so you might be able to recover your money from this "Kumbaso" site, since they ripped you off.
They closed their website after scamming numerous persons by not giving their game or selling wrongly advertised games.
He can't, which is why it's always better from Steam directly.

I wouldn't give up just cause they no longer exist.
Of course, depending on how long ago the purchase was made, it may be outside the chargeback window of your bank. It varies a bit.
