There is a rumor going around that they set the deadline for devs to put in their games for sales by 6/13, which would mean the sale would start the next week (they always start on a Thurs), so that would be 6/19.
You'll know its incoming b/c the day before the sale starts the Daily Deal will only be lasting 24 hours (they normally last 48). So, every wednesday look at the daily deal and if the countdown clock is only 24 hours, the sale starts the next day.
Basically, its soon, but no one can answer any questions definitively now.
They don't publish the dates of the sales because it would cannabalize sales up until that point.
Last year there was a Spring sale (just indie titles) in March, Summer Sale (most titles) in July, Halloween sale (horror titles), Autumn sale (don't remember) around Thanksgiving, and the Winter sale around Christmas.
And you have the constant sales as well. The daily title sale (posted at 1 p.m. est lasting 48 hours), Mid-week madness sales (I think tue-thr @1 p.m.)), Weekend sales (thurs-monday @ 1 p.m.), Week long sales (Monday 1 p.m.-next monday @1 p.m.). Also publishers are free to make sales at any point they wish ( I believe the minnimum length is 48 hours though it could be 24).
this is not a 100% sure for the next event but thats how it worked for the last events.
valve was giving away 100 games and top price was all the games on steam.

not mandatory but I would not fully enjoy an event on lvl4 personally.
