Is it possible to buy something on the official Sims store and be able to add it to my Sims 3 on the steam store?

I don't think this is possible, most games don't work with non-Steam DLC. But you can redeem your Sims 3 base game on EA's Origin service using the CD key (right-click the game in your library, view the CD key). Once it's on Origin, you can use the expansion packs from the official site.
