just use the lan IP:port to add it 192.168.1.100:27015 for example.

run the server in windows safemode+networking see if it works than.
take the power of the router a minute or maybe factory reset it.
is it a stand alone dedicated server or just an ingame listen server?
Well, the server works fine when my brother hosts it on the other computer but I want to fix the problem so I can host a LAN server again that works fine.
a lost of wasted suggestions for nothing.
try the windows safemode+networking thing if your lan works there you have software installed blocking stuff.
edit: only if it is not an ingame listen server , games dont start in safemode.

Games can start in safe mode, I did it myself.
If your brother has access to router/modem config, he could have changed/forwarded internal IP's for all valve ports to his own device (his rig)
You should also check console when creating a listen server. Typing 'status' shows server information with internal and external IP, and the ports openened. If multiple instances run and it's already in use, it opens the next available port.
Did you add exceptions via Windows Firewall advanced security ?
