Intel cant disable Turbo Boost

I bought one Intel 4930K with Asus Rog Rampage Formula IV Mobo and done some overclocking but i cant disable Turbo Boost. Im not sure if Turbo Boost work for all Cores, i thought it only works for one Core at a time but other People say it works for all Cores at the same time. So i tried to disable Turbo Boost but when i change the category in Bios it resets to enabled and when trick it out and get into Windows, Cpu Clock works only to stock clocks and not the one i entered.

So what to do now ? i want Speed Step enabled and maybe Turbo Boost disable because i dont know if it works for all Cores at the same time, i need all cores on OC Clocks.

Maybe change the C-State or completely disable C Stepping ?

Thanks for the answers, im not new to overlocking i only dont know much about intel cpus and the rog uefi designed bios. Anyway i cant disable it, i tried to completely disable the C Stepping (C1E / C1 and so on) and other energy saving settings but it only runs at stock clocks (3,4 GHz).

When i only change the settings in the Extreme Tweak Tab without switch to another Tab, Bios keeps the changed settings but in windows the Cpu runs like i said only on stock clocks. When i change Tab after editing the Turbo Boost setting it resets same as the Core Multi resets back to Auto.

My Bios is up to date and i dont know why this happen, the Mainboard is new only two weeks old. It has two Bios on the Board, i will try to switch and/or reset Cmos and try it again. There is something what needs to be done first but im not used to this special Rog Version Uefi Bios.
