Fix:
No, all joking aside its nice and easy fix. When you buying the game from shopping cart page choose to gift it instead of buying for your self.
How:
Hit gift or purchase for another in shopping cart.
From that point ither send it to your own email, username(if possible. I tride that min ago and my name was not avalable but i didnt push it so idk if you can find it.) or.... theres a third option but im drawing a blank.
Anyway its pritty simple ask if you need but i think you got it.
Where:
Once you gift it to yourself asuming it works go to your inventory. Idk if you are suposed to recieve notice of gift but i did not. That was not an issue as i checked and found it right where it was suposed to be.
Then simple hunt down and click on the items. In the bottem right of the steam window there should be a box with options pertaining to dealing with said item. Simply add it to your own inventory and enjoy.
Why this happens:
I cannot be entirely sure why this occures but i believe there may be a limit to how many times you can spend on steam or paypal the same way in one month... The details are very foggy but its basicly something to do with security.
Alt issues: Im asuming you already checked these but there worth noting just in case.
-First make sure you have enough $ in the bag. If you dont it will skip telling you, you dont have enough and simple ask for more via bank.
-Also make sure you have enough to pay transfer rates. IE: if your paying in CND steam charges and deals only with USD. USD has a higher economic value. About 10-15% higher.
-Sales and how they effect buying games. Although l cannot personaly back this up l came across testamony stating that you must have the full value of a game in your inventory.
EXP: Game cost 50$. Its 50% off down to a cost of 25$. You must still have the 50$ value in your account.
Again so l have heard. Its worth looking into if you continue to have problems after other solutions.
-Time. Its VERY possible that ither steam or paypal are limiting you by number of transactions or how much. This will LIKELY reset at the months end.
If your issue persists i recommend useing LOTS of google and then contacting support.
PS: If you need to contact support you should contact steam support first. However after many google hunts l found that they dont like to give striaght answers.
UPDATE: Found another/actualy fix and reposted below.
anyway, Tsubuyakj's suggestion isn't working for me. no matter how i try to purchase something, as soon as i hit PayPal i'm required to add a credit card, which i can't do because i don't have one. that's sort of the point of using PayPal... i've tried my brother's Steam account as well, but i get the same issue there.
my PP account is unverified, but that hasn't been a problem for 10 years now.
i've definitely got enough funds in my PP account. i'm trying to purchase DLC for $10 and i've got over $90 on PP. i haven't purchased much recently and my PP account hasn't seen much action in a while, either.
I tried to buy a cheap game (Primal Carnage, now under € 5) with money on my PayPal account, but it orders me to link a debit or credit card.
I thought I could circumvent this by sending money from my PayPal to my Steam Wallet, but there this question also gets triggered...
Guess I'll do an old school transaction from my debit card to my Steam Wallet, and use that for the time being.
I hope they sort it out though: paying with PayPal would still be my preferred method!
@tsubuyakj: i think its weird that they want to limit your buys trough PP,they want to earn money,why limit that?
turns out my PayPal account has now been added to my Steam account as a linked method of payment. i no longer have to log into PayPal to purchase things using the PayPal method of payment.
