I do not think, because the steam worked perfectly until yesterday. So.. it's a problem with the new update, because when i start my steam, have made an update and after, the steam doesn't work..
Since the last Steam update (May 21st) SSE2 CPU feature is required and this is not supported on older CPU's.
There are some threads with the same error.
There are around 10 Threads about Bootstrapper Error on the last 4 Pages in this forum.
It seems like it has nothing todo with Win-XP
more with the SSE2 requirement since the last Update.
BUT IT IS NOT OFFICIAL CONFIRMED ATM
Simple Steam.exe need SSE2 is ridiculous. At least the programmer can add a starting option like "-noSSE2" to avoid many victims.
Is there really a need to be so condescending? XP is still a pretty popular OS, and as others have since pointed out, worked flawlessly with Steam up until now. This "need" to upgrade that you're insisting on wasn't necessary until literally two days ago.
The issue is hardware related. Anyone using older CPUs is going to be impacted by this, regardless of which OS they are running. Obviously, more XP users are going to be affected, since more XP users are more likely to be running on obsolete hardware.
Likewise, I suspect XP users running more current hardware can continue to do so without issue. Perhaps I'll log in on my own XP SP3 install later and check...
System xp sp3
All worked fine. Stoped after just after update.
