System Information
Windows NT 5.1 Build: 2600
CPU Vendor Code: 68747541
CPU Version: 000006AO CPU Feature Code: 0383FBFF
CPU AMD Feature Code C1C3FBFF

This is Windows XP SP3 with AMD Athlon XP 2500+

I have other PC with Intel CPU is just fine.
So I believe Steam company programmer failed to check old AMD CPU

Please Fix It

~~~~~~Aug 29 2014: 2nd problem with crashhandler.dll --------------------
Exactly same problem happen again with today's steam.exe update. V2.37.82.33
AMD Athlon CPU got this problem again.
Steam programmers forgot NOT to include SSE2 CPU instruction set.
Screen shot is here.
~~~~~~Sep 23 2014: we found work around ---------------------------------------
Well..........
I think I found workaround

=== WORKS ====================================================
My current Steam folder has 2 DLL files of the crash error
- crashhandler.dll (= Version 2.37.82.33 = 297,664 bytes) <=== This is problem!
- crashhandler.dll.old (= Version 2.35.92.75 = 308,416 bytes August 13 2014)
- Steam.exe (=Version 02.37.82.33 August 28 2014)
- Steam.exe.old (=Version 02.35.92.75 August 13 2014)

1. delete crashhandler.dll (= Version 2.37.82.33)
2. rename crashhandler.dll.old to crashhandler.dll (= Version 2.35.92.75)
3. create steam.cfg with 1 line text "BootStrapperInhibitAll=Enable" without quotation in Steam folder
4. Now, test steam.exe starting.
===============================================================

I uploaded my files if you want to compare
Steam bootstrap crash workaround.zip ==> {LINK FJERNET}

Still I want Valve to fix the crashhandler.dll instruction as soon as possible.
If Valve fixes, then just delete steam.cfg file which is preventing update.

Note: You do NOT need to use old Steam.exe which is dated August 13 2014.

Someone has to tell Valve ... if you want to stop supporting older hardware fine. Then you MUST provide a legacy Steam client that will always work for the older hardware, since at one time it WAS supported hardware. This legacy client must not be overwritten by any new updates, and need not know about newer games. Those people that want to run the newest games must get supported hardware. Many of us are quite happy and content with older titles on holder hardware and Valve needs to get that through their heads. So I guess Valve are out partying or something rather than fixing this client problem?

Come on mates..still not working!:/

Temporary solution, if you have backup - see next post
(tested with working client version - backup form 2014-08-22)

:crossh: https://yadi.sk/d/TggQxQsiajZ4v :onlyleft: - STEAM_2014-08-22_backup.rar, 130,2 MB.

=======================
Hmmm, Steam downloading updates in "silent" mode, and unpacking it on next run even without network. In this case you need unpack backup before start steam every time.
Just delete fresh/new files in folder \Steam\package\ every time after exit Steam client.
=======================

I've made and uploaded my backup archive.
You may find link and full instructions below.

Here are the necessary and sufficient files from my backup 2014-08-22 for Win XP:
https://yadi.sk/d/TggQxQsiajZ4v - STEAM_2014-08-22_backup.rar, 130,2 MB.

(link has been hidden by forum, i hope it will appear soon. I used Yandex service)

Check on this screen : http://savepic.net/6035435.jpg

(I can't check my file on virustotal to show you, coz the size limit 64MB.
Can check only URL : http://savepic.net/6052840.jpg
But file was autochecked online by file-hosting service with DrWeb : http://savepic.net/6073322.jpg)

1) Make reserve copy of your Steam Files - files from folder \Steam\ and folder \Steam\package\.

http://savepic.net/6056936.jpg
http://savepic.net/6055912.jpg
(You can made full backup, include all folders, except SteamApps
or even with SteamApps, but it will take much more time and not necessary).

2) Unpack files from backup (better with folder _2014-08-22_backup).
http://savepic.net/6062056.jpg

3) Copy files/folders from folder _2014-08-22_backup to your steam folder with overwriting.

4) Turn OFF network.

5) Run Steam.

6) Wait a bit. Form for a login and password will appear.*

* If you enable auto-logon and name/password saved, will be somewhat different *
Window with buttons "Retry" / "Offline mode" will appear.
Turn ON network and press "Retry".

7) Turn ON network.

8) Enter your login/password.

9) I live again ! :masonfist:
Enjoy your Steam - play your games, use STEAM services.

10) During using Steam window with "Client Update News" will appear. Do not press "restart", coz Steam will update and you got error again.
If you did it - start from step (3).

11) After exit from Steam client - check folder \Steam\package\ and delete fresh files (only fresh, not old files).
Or delete all files and copy from _2014-08-22_backup

Next run you even no need to turn off network !
Just don't forget to delete fresh files from \Steam\package\ after EVERY using Steam.
(or before next run)

If STEAM will try to download updates next run - press "cancel".

====================
I really tried to help you, but this all useless without backup.
Sorry if the link did not appear. You can find link on screens or try ask me.
:catenvelope: And please let me know if something wrong.

It seems that I found a temporal solution of our problem:

1. Delete crashhandler.dll
2. Open steam.exe
3. Immediately press cancel button.

And that was it. Login window appeared and work normally.

Edit:
I forgot to tell you something. It seems that you have to wait 2-3s after dowload window appears to press cancel.
You must press cancel when in the steam folder appears this file: .crash.
Like in this picture:

Green_Star 31. aug. 2014 kl. 7:43
morby, you mean - press "cancel" during steam trying to download/unpack updates ?
http://savepic.net/6043626.jpg

I am afraid that this is only possible with "good" version of the client - to prevent the upgrade, which will ruin it.
Because when client is "broken" - nowhere to click "Cancel". The error appears immediately.

green star your method works only if you made backup before last update, wich now is pointless....
