Steam Client Bootstrapper Crash

Since May 21 2014 last update, Steam.exe can not start. just crash.
Deleted all steam folders and download new installed. The same problem.

This is Windows XP SP3 with AMD Athlon XP 2500+

I have other PC with Intel CPU is just fine.
So I believe Steam company programmer failed to check old AMD CPU

Exactly same problem happen again with today's steam.exe update. V2.37.82.33
AMD Athlon CPU got this problem again.
Steam programmers forgot NOT to include SSE2 CPU instruction set.

I think I found workaround

My current Steam folder has 2 DLL files of the crash error
- crashhandler.dll (= Version 2.37.82.33 = 297,664 bytes) <=== This is problem!
- crashhandler.dll.old (= Version 2.35.92.75 = 308,416 bytes August 13 2014)
- Steam.exe (=Version 02.37.82.33 August 28 2014)
- Steam.exe.old (=Version 02.35.92.75 August 13 2014)

1. delete crashhandler.dll (= Version 2.37.82.33)
2. rename crashhandler.dll.old to crashhandler.dll (= Version 2.35.92.75)
3. create steam.cfg with 1 line text "BootStrapperInhibitAll=Enable" without quotation in Steam folder
4. Now, test steam.exe starting.

Still I want Valve to fix the crashhandler.dll instruction as soon as possible.
If Valve fixes, then just delete steam.cfg file which is preventing update.

Note: You do NOT need to use old Steam.exe which is dated August 13 2014.

Steam client bootstrapper is not responding was working the other day some weird stuff ! Windows been checking for a solution over 1hr already I'll try to reboot the PC.

Seems like this issue is back with the last Steam update. Bootstrapper is constantly crashing while playing any game. Games I've tested: Doom (2016), Dota 2, FFXIII, Rise Of The Tomb Raider.
All games, GPU Driver, GFE3 and Win 10 are up to date.

I opted to Steam Beta version after noticing the crashes hoping to resolve the issue but its still there. rolled back to the official release by uninstalling Steam. Still isn't solved.

I followed some of the previous posts work-around but nothing worked.

The only application that worked properly was "3DMark Steam Edition" (I believe it doesn't depend on Steam Bootstrapper). I looped FireStrike Extreme benchmark for couple hours and it didn't crash.

Everything was working perfectly a week ago... I dont know what happened :(

PC Spec:
ROG Maximus V
i7 3770K OC'ed @4.4 Ghz
GTX 980 Ti
1.8 Ghz OC'ed 16 GB RAM Corsair Vengence
2x 240 GB SSDs on RAID 0
2x 2TB 7,200 RPM HDDs
OS Win 10 Anniversary Update with latest updates

So it seems I had a bad nvidia drivers. a clean installation solved it (hopefully)

steam does not working again....and why i have to insetr aditional passwords while im entering from exactly same computer for a last few years?????!!!!
Same, the 12/31 update (loaded on 1/2) broke me. Any ideas? Reinstalling didn't fix it :/
After last updates my client don't want to work (now both, beta and non-beta)
After enter login/password it simply disappear from process list.

I'm using version 3.65.13.80, update 13 oct 2016, it works good for me.

i reset windows (using win 10) it have such option now, help for me.
Well, seems like the SSE2 problem is back again. Just got my retro gaming system up and POOF! Steam updates and no longer functions.
Yes, Steam is no longer working on my Dual Pentium 3, tested on WIN XP and WIN 7.
Closes after login and also belief it is SSE2 related. My K8 sets shows no issues.
Kind of absurd that the launcher is stopping software to run.
Valve please sort this.

Had same problem.
ATM using old version - version 3.65.13.80, update 13 oct 2016, it works good for me.

No need to uninstall bit defender Free if that is the problem. Go to settings, events, and turn protection shield off. Then launch steam then once steam is done updating turn BD back on.

Just confirming that the fix posted in OP is still working for me, I could not even get to steam after CLEAN installation. None of the other things like compatibility mode and reinstall worked for me.
Disabled my anti-virus and boom it works...try it.
