Steam stuck in game.

Hiya steam says im stuck in game, im not playing anything but it says that im stuck in dirty Bomb :c nothing in taskbar that relates to dirty bomb is open, i can play other games in steam just not dirty bomb, when restarting my pc it doesnt fix the error and also the only time it does fix is when i uninstall and re install steam :/ never happened before..

if anyone knows about this or how to fix it that would be tops C:

try to close Xigncode3 via taskmanager.. it can help

that isnt in tast manager, as i said there is nothing in task manager that is related to Dirty bomb open. im so confused as to why this is happening. sent in steam ticket and was told "turn off your pc and try again" after i clearly stated all the troubleshooting i have done.

uninstall the game and instal again
