If Steam won't even launch with using Win10 (File System Error) For WIN10 Users
Open up task manager(ctrl+alt+delete)
Click File
New task...
Find the file location for steam.exe(Create a shortcut of steam.exe, right click it, properties, copy the file location info)
Paste the file location info for Steam into the New Task Menu.
MAKE SURE you click "Create this task with Administrative Priveleges"
Run
You should be good to go.

The proper solution in this case is reinstalling the OS. There is no point in finding workarounds for a broken thing and extending the suffering of the user. Yes, it will work, but the next 546756 programs will throw similar errors.

Think of it like an unrescuable, sick animal. You have to put it to rest, to ease the pain. The longer you put it off, the longer it suffers.

Steam was the only thing giving me trouble, but once I did this it ran perfect from there on out.
