"Cannot Add Friend; Users Friends List Is Full."

I'm helping my friend make a new account, and every time he tries to add someone on steam it says their friends list are full. My friends list has around 110/350 friends, but it says mine is full. There are no tell-tale signs of why this is happening, and I'd like help ASAP because he's really in the mood to play some games.

The only way to get around that is to either remove someone from your list to make room or level up your account and get more friend slots.

No, like I said it says I cannot add that user because HIS friends list is full. And like I said, it only has around 110/350 possible friends.

there's another issue; his account doesn't pop up. It'd have the same image as mine with the name "All Day Anime" or "AllDayAnime", I dunno, but it's just not on the community. I may be forced to buy it a game or something.

Well then it means the account is limited. You'll need to unlock it like any other limited user account.

You have to spend at least $5.00 in Steam store or add at least $5 to the Steam Wallet.
