So Steam backup doesn't restore DLC?

I made a backup for my Dota 2 game and the optional reborn DLC.

I know the DLC is included in the backup files because the size is 30 Gigabytes (the backuo file for Dota 2 wihtout DLC is only about 15 Gigabytes).

However when I restore games from the Main game + DLC backup, it only restores the main game.

I have to redownload the Reborn DLC if I want to play it.

Any fix to force the game to read the entire backup file so it will restore the DLC as well?
