Rather add Steam's shortcut to the Startup -folder without the box ticked.
I set Steam it self NOT to start with Windows and verified it was gone from the "Startup" section in the TaskManager.
Added a shortcut to Startup with the target set to "Steam.exe -silent" and verified it was in the "Startup" section in the TaskManager.
Rebooted the PC.
The Steam bootstrapper starts up, but still nothing in the notifications area.
If I manually click the same shortcut then it starts...
I don't get it...
My point was that Windows does that when you tick the box on Steam; which is why it doesn't pop up. (On Windows 7 it does show up in the notifications area in the bottom right though with the parameter.)
I ment, I don't want the main window to open on boot...
Hmm, not sure why it doesn't show up there though. How's the Notifications Area Icons -menu for you? Does it have 'Show icon and notifications' on Steam ?

Now I use Windows 10 Pro x64 then it doesn't work correctly.
Using "Startup Delayer" to delay the loading of the Steam client it now runs as it's supposed to during boot. I just set it to Automatic delay, and left default values as they were.
I assume, as my entire PC is running on SSD's, that it boots too fast for needed stuff to be loaded before Steam tries to load.
for me works:
