Don't give your credit card to people you know you can't trust.

Because they have no regard for the rules and then blame Steam when they get scammed. Valve will still investigate trades of this nature and ban offenders but the affected user wont be compensated in any form. The most common Paypal-oriented scams are simply faking money transaction receipts and enticing someone to gift their item on a promise.

Anyone can dispute a Paypal transaction and perform a chargeback though. The only way to avoid it is trade within the windows on Steam.

Dont trade Paypal! Why are you looking for a solution for a problem that is your own doing

UNLESS EVERYTHING FITS IN A SINGLE TRADE WINDOW DO NOT DO THE TRADE

Use the Steam community market if you want to avoid scams while trading for money.
