Steam won't open Windows 8.1
So earlier today I shut off my computer, and when it turned on, Steam wouldn't open. It is still running in. Whenever I try to stop the process, it says " The operation could not be completed. Access is denied." This is strange since I am the only user. In the second Gyazo link, it shows what happens when I try to open it. If there is anyway I can fix it without reinstalling, that would be great. If I have to, then it is still alright.

^ Do this before you try to launch Steam, so it's not hanging in the background when you're trying to remove the files. If it's already hanging in the background, restart your computer and then do this.

      Try Selective Startup
      1. Hold down the Windows and the R -buttons
      2. Type in msconfig
        • Click the Selective Startup -option.
          • Untick Load Startup Items

      3. Select the Services -tab; tick this:
        :correctamundo:
        Hide All Microsoft Services

        Press
          Disable All

      4. Apply & Close
      5. Restart PC
      Add the programs back in batches to narrow down the program(s) that cause(s) this issue.

    Not all antivirus programs are shut down with Selective Startup, therefore apply real-time scan file/folder exceptions for Steam from within your antivirus
