      Take the test twice or three times for accuracy's sake when it comes to ping.

  2. Wi-Fi or cord?

  3. Does this happen in other games than DOTA 2? Tried other servers?

sorry for my font. i already try that manny times. result i got 1.33mbs always but when i play dota 2 my 1.33mbps down to 0.03-0.10

Just to be clear.

1.33 megabits = 166.25 kilobytes ~ 0.162MB.

when i use speedtest my download speed result is 1.33mbps and my upload is 0.30
when i play dota 2 on game and i try speedtest again my 1.33mbps speedload down to 0.03 to 0.10

What I mean is, what you're seeing on speedtest is in megabits.
What you're seeing in the game is in megabytes

A megabit is 8 times more than a megabyte.
1 Megabit = 0,125 megabytes.

in game i got always 170+ ping this what you mean?

before i got 50-80 stable ping only then now i got 170+ ping in game i cant play to much better

If you updated the info based on what you've now learned (and updated it with more details), it would be easier to help.

For now I'll just say "Try a different server, consider other things/beings that could use your internet, contact your ISP."

Either way, as I said before - your connection seems to be giving you what you're supposed to be getting.
