Your profile doesn't say you are banned. Maybe you were just kicked but if you were "banned" then you obviously cheated. Don't cheat?

You do not get VAC banned for using a third party program if you are not connected to a VAC secured server when you unlock them.

I'm not sure about using it whilst connected to VAC secured server, but there's no proof that you get VAC ban for using it outside the game.

Just because he used SAM doesn't mean that he got banned for it, and there's no proof that you can be VAC banned for it, so I'm just stating to stop spreading false information. OP probably used cheats and got banned and unlocking achievements means that you're more likely to be cheating in-game too.

If your question is, can VAC be lifted, the answer is no.

"All VAC bans are permanent - Valve has a zero-tolerance policy for cheating and will not lift VAC bans under any circumstances."
