No, to allow Family Sharing, you'd have to be on the same address (ocation)

If you want to share your library with distant friends, you may want to use third party softwares that allow "remote" sharing... A quick google search will be helpful in your case.

Hi!

Or chrome remote desktop.

P.S. For having been in this situation, I would personally advise against it, because in the state it is very bugged... It will work 2-3 days and then stop working (at least that is my experience)...

It's more a source of frustration than anything else... :-) But you can test and see if you have more luck...

Also, understand that things like VAC-bans WILL hit YOUR account as well.

For context its just an account of offline games, but say if he cheats on csgo or something my account will be banned too?

Your Family Sharing privileges may be revoked and your account may also be VAC banned if a borrower cheats or commits fraud. In addition, not all VAC protected games are shareable. We recommend you only authorize familiar Steam Accounts and familiar computers you know to be secure.

As CS:GO is free to play, it is excluded from Family Share and you will not be held responsible if they cheat on a free to play game on their own account. Unless your accounts not only share games, but a phone number linking as well.
