Not possible. May I recommend a Steam Deck for this use case?
Steam used to have an "inhouse streaming"; I don't know whether that still exists. Depending on how that's actually implemented on the networking level, it might be possible to have a VPN scoop it up too.

Still, that would require a lot of effort, decent internet connections on both ends, a setup where you can actually find your PC on the internet -- likely too much just to get a crappy "stream my PC games to a phone" setup that you'll likely never use after the initial "wow, cool" phase.
If you can install GeForce NOW Cloud Gaming on your mobile device then you can do that, please note you must have activate connections at all times, as it will be streaming the game to you from Nvidia Geforce now service to play your games, plesae note not all games are supported via this so if don't see said game want to play, then not much can do about it.

If you can leave your PC on running 24/7, no sleep, no log out either, then you can just use Steam link, and connect to your PC that way, please note you need internet at all times as this is also streaming from your PC to your mobile devices where ever you are. Please note you must set this up with your PC 1st, and pair your phone with it, this way shouldn't be a problem when you connect to your PC.

If don't have stable connection, or good enough bandwidth things may be laggy for response time input, or blurry display that trying to buffer.

I do recommend what Reboot suggest getting a mobile PC handheld like Steamdeck, or Asus Rog ally, or getting a good laptop for your needs.

If that is in regards to GeforceNow, then it is irrelevant as that service does not care what videocard brand you have.

It really depends on the infrastructure he has.

Some of the plastic router boxes that are commonly used to do your internet have the ability to register the current IP address with a DNS service, so you can find your address.

Some of these boxes also have the ability to send "Wake-On-LAN" packets into the local network, so you can turn these on remotely.

Additionally, you can use whatever remote-desktop type of stuff you like to turn it off afterwards.
