Cannot open purchased games (Application not found)

We have been unable to open two games, Sims 4 and Need for Speed Hot Pursuit Remastered for a few months now. I've finally got some time to troubleshoot this for the kids. Sim City 4 would open, but these other two games would not, and I would get the error messages (see screenshots attached). I restarted the computer, signed in and out, and even reinstalled Steam, all to no avail. Can you please help me? I think there is an error code in the one error message.
These games worked both for several months on this same computer, so I am not sure what changed.

I have been trying to attach image files but it isn't working.
The Windows error message says "link2ea://launchgame/1222670?platform=steam&theme=ts4 Application not found"
The Steam error message says "Failed to start process for The Sims 4 : "The operation was canceled by the user." (0x4C7)"
What can I do so we can at least play the game we purchased (Need for Speed)?

Sounds like the EA client app might be missing. I suppose you haven't linked the EA and Steam accounts yet either?
