unable to trade

Does someone know: I'm trying to receive some items through a trade, but people just CANT send me trades. It says that I have to go look myself -- i do that, and see that any trades that i send will be on hold for 15 days, and that my authenticator hasn't been used for 7+ days. This isn't true, i've had it for over a year now. So, i'm just stuck and dont know what to do.
Someone knows how to fix this? Thank you in advance.

what do you mean? My overlay is enabled, yes. But how is that connected to being abled to trade? Nobody can send me trades. When I try to trade it says "will be on hold for 15 days". This doesn't help my case in any way. Support is also not answering.

Trading & Market features
Many games with in-game inventory systems will use the overlay to allow players access to inventory features while in the game. If a game supports trading or market purchasing while in-game, the Steam overlay will be required.

it dont matter now, then it is enable.
