Gift cards and steam points
Id I buy a gift card to other acount, for a friend, who will receive the steam points, me or my friend?

Like Der Sigma correctly stated, you earn points for buying something on the Steam Store.
In the case of a digital gift card you send the money to a friend which will be added to their wallet.
So they will get the points if they spend that wallet money on the store.

if you by a game, you get the points, redeeming the card only adds funds not points
