Can i re-download games onto another computer?
I just got this computer a few monthes ago and I am buying completely new PC. I downloaded most of the games I own on this PC (Like a normal person would) but i'm not able to take the hardrive from this PC and put it into the new PC and put a new one into this one because the rest of the family is going to get this one. The PC im using now is also an "All-In-One" PC so I am not able to take it apart as easily and I dont have the knowledge on how to take it apart correctly and not break anything. :P So my (NOOB) question is, am I able to re-download the games onto my new PC with out getting banned? (Side note, I AM going to delete the games off of the hard drive from this PC anyway) Thanks guys!

install steam on the other pc, download/install the game again

or using steam client, backup your steam games to an external storage (usb flash drive, external hdd).
from the new computer, install steam client, login to your steam account, authorize the new computer using the email associated with your steam account, then restore steam game by pointing the client to "disk_1"
ie: "E:\8GamesBackup\AdVenture Capitalist\Disk_1"
where "E:\8GamesBackup" is my stam backup folder
"AdVenture Capitalist" is the game backed up
"disk_1" contains steam installation files.

you can then choose the other computer to forget your steam login credentials. this is to avoid other people messing with your steam account on the old computer.
