Steam Guides not showing

It doesn't matter the game, if I use it in Steam itself or in a browser, the guides simply doesn't show up, like in this image http://prntscr.com/7ogdc5 and if I try to go on one of the categories, it simply says that there isn't any guide. The only solution I found until now is to delete the cookies in the Steam configs, but it works just one time, and then I need to delete the cookies again for it to work, and so on. Is there a definitive solution for this?

Same problem. Mine's set to English. They were working earlier in the week. Some guides are showing up in the "categories" but when I click on the categories they are empty.
