Steam is always on top [SOLVED (SOMEHOW)]

As the title says my Steam window is always on to of my window order, ie is over every other window. I tried both restarting my Computers andthe Steam client and the problem persists for both my Laptop and my home pc so I guess its not a bug in my steam, since the exact same bug then should be on both of my computers, and the installation in my home PC is completly fresh, the Steam window is even over other Steam windows, so when I click on
Steam > Settings
The settings window is also under the normal Steam window, at the first time I didn't even realise that the thing opened at all. I know that some programms like VLC have a setting where I can say if the window should always be on top or not, so I'm guessing that Steam has also such a setting, but quite frankly I can't find it, at least not in the obvious place, that being the settings window. So can somebody say me how I can turn this off.

EDIT: IDK how but Steam is normal now, I have no Idea what I did, but whatever it was, it solved the problem somehow.

Well as stated in the edit, I have no idea myself, it just randomly stopped doing this without any specific input of mine so I can't exactly explain it ;^_^
