The fact you're a limited user means the badge has a delay.

Because you're a limited account. Spend $5 or more in the Steam store to become unlimited.

So once I spend $5 or more it will update?
Seretti Jun 30, 2015 @ 2:09pm
It should, yes.

Another question, I will add funds with paysafecard and I will still have to wait a month to gain access to marketplace any way to not have to wait the month? since there is no way for me to refund a paysafecard since its a gift card.

If you add funds with Paysafe Card successfully (no promises there) and it exceeds that of $5 USD. Then you'll only have to wait for 30 days to pass for access to the Steam Community Market.

There's no way around this restriction.

Kinda lame since in the support it says cause of chances for refunds even though there is no way to refund a paysafe card :(
Thanks for the help.

While you can't refund to PSC; you can refund to Steam Wallet.

I heard you cannot refund stuff bought for the community market meaning there is no risk so there shouldn't be a 30 day wait. In my opinion.

I have to disagree, because you're dealing with other users.

Reversing Market transactions is likely a tougher issue to sort out than it is with the Steam Store for example. Thus the general line is that they won't reverse them at all.

I'm saying that if I use a paysafecard to add funds I shouldnt have to wait 30days to use the market cause I cant get my money back since its on steam cause paysafecard cannot refund so you wont be able to get it back meaning you can't "scam"
