For some reason the "retrieve a lost account" button through the Steam client you can reset without that code, (Get one by SMS but not the "rxxxx" one) and it resets Steam Guard back to email. :DDDD
Mine goes like this:
1) I lost My Steam Guard Mobile Authenticator
2) Search for account (I used my mobile number)
3) Send recovery code to mobile number
4) Enter recovery code received
5) Remove Steam Guard Mobile Authenticator
And that's where it requires BOTH password and recovery code (Rxxxxx)
I get this even with the Retrieve A Lost Account button from the Steam Client.
The ones with beta participation active get a web-based recovery (help.steampowered.com in a Steam-wrapped browser), while non-beta users get a client-based recovery interface that requires SMS only.
For those still locked out by the mobile authenticator, and still have a phone number attached, you can just clean uninstall Steam to remove the beta settings. Install Steam again, then use the client-based recovery.
Talk about odd, I doubt (and certainly hope) it's not intentional.
Just to clarify things i did this:
1. reinstalled steam client
2. followed the procedure to retrieve a lost account
3. used code sent to SMS (NOT e-mail)
The important part is that you must use the SMS verification because even with this method if you choose to receive the code by e-mail you will be asked the recovery code.
You also must have access to the e-mail associated to the account you are trying to recover because the system will request first a code sent to that e-mail and then the one by SMS.
Not sure if the problem is on the client recovery system or in the web one but personally i found this as the best solution.
As someone posted the google example i changed/formatted my phone many many times without using the recovery codes when working with google and microsoft (even if the microsoft system is a bit different).

This is my Alt account, created JUST FOR this purpose.
Today, i enabled steam mobile authentication. Now, it gave the recover code for FOUR SECONDS. It showed it, and by the time i found a pen, boom, gone. I cannot login to the account on Mobile, because it keeps asking for the mobile code, which cannot be accessed due to this problem.
I have disabled the mobile authentication remotely from SMS, but alas, to no avail. I can't login to the mobile app with out a Steam Mobile Code, generated by the app
I also tried to do waht Mr. Seekino did, but i did not find the SMS option he had specified :/
So, i did do this:
1: Retrieve Lost Account
2: I know my username
3: Enter email code
4: Select "I lost my Steam Guard authenticator"
5: Enter Password
And now, i run into trouble! I got the email code, but it's asking for the recovery code
The only solution i have is this
If it's an R, followed but 5 digits, i THINK i know the first one, but the next 4 will be a product of punching in 4 digits 10000 times. If i don't know the first digit, then it's 100000, and if it includes letters in the 5 digits after the R, i'm EVEN MORE screwed
This is all assuming it's only 5 digits after the R ;_;
So, here's what i need
A: How can i login to my mobile account WITHOUT needing the mobile access code so that i can change the authentication to email
OR
B: How can i login to my Steam account through my computer to disable steam guard through there, and then login to my phone
I have submitted a support ticket, but god knows how long that's gonna take
