That doesn't appear to be working too i try to uninstall it by deleting the files from my desktop because its the only files of steam i can find. So i tried to deleting the files but i get a message that says "The action can't be completed because the file is open in Steam Client Bootstrapper"

Open your task manager and see where this bootstrapper is located. Then close it and delete it.
