Black ops 1 cd key doesn't work on steam

I Buy black ops 1 cd from a market and i enter the cd key to steam but it doesn't work..i can proof it with a pictures .. i send e-mails to steam support but he not responding!Pls can help someone?

If the CD key has already been used; you can't do anything as they can only be activated once on one account.

Did you buy it used? if so, go and get your money back.

I Buy it and i take it to my account..now someone has stolen my account and i cant get it back.
So i do new account and take the cd keys there but not works.

You can't use a CD key on more than one account even if you are the sole owner of the game. You should've retreived your other account with the help of Steam Support instead of creating a new one.
