I can't play my Bethesta games

I recently bought Dishonored in the steam summer sale and I found out that It is close to impossible for me to play it. Everytime there is text on the screen (eg. Main menu, Inventory, quest log) the games frame rate drops immensely. The gameplay itself runs at an acceptable FPS at around 27 but seeing to that the game involves a lot of upgrading in the inventory it is difficult to ignore the lag. I have this problem in TESV:Skyrim another game made by Bethesda so I think that it has something to do with Bethesda.
Any help at all would be nice.

PS: I have thought of the possiblility of it being a faulty or incompetent software driver but I have no information on which it might be.

Skyrim and Dishonored work very well for tons and tons of people, so the issue is with your computer. What are your PC specs?

Any more specifics about the GPU?
The CPU is rather weak, so I don't have high hopes here.

Anyway, try to plug it to wall with the DC cable, Control Panel > Power Options > High Performance

You're using integrated graphics. That's your main problem.
You can try updating your drivers, but I suggest you get a dedicated gpu. Which means don't use a laptop or find a expensive gaming laptop that you can get way cheaper if you built it yourself as a desktop.
