Flashing border around steam client, difficult to select options and random crashes.
this has been happening for a couple of days. Scans from adwcleaner, superantispyware, malwarebytes premium and baidu antivirus 2015 found no malware or viruses that could attribute to this. Also at the same time when using Nvidia inspector and changing profile options most of the time it brings up the main windoW behind the options window. This is incredibly frustrating and I have no idea what is the cause of this as it is obviously not just affecting steam. (Also my firefox tabs flicker from the page to connecting and some programs flicker from normal to stopped responding repeatedly)

Please assist.

even while typing this thread I get this border flashing repeatedly around Steam Client.

This issue seems to be a Windows glitch and is plaguing windows 7 pro users around the world and no so-called solution works on my end. I have sent a support ticket to Microsoft, but I expect the answer to be to format my HDD and do a clean re-install of Windows which is the mother of all headaches! :'(

Can you link where you found that information? I personally use W7:Ultimate 64-bit.

it gets worse now as the top of my browsers disapears completely and reappears for split seconds.
