Don't be silly i am a technician,relaunch the pc in safe mode with networking and try a program called combofix from the bleeping computer website,if it once running finds anything malicious it will say deleting files then possibly deleting folders,if so then go back to bleeping computer make sure your in safe mode with networking each time use jrt junkwareremoval tool and on and on until cleaned in other words nothing found and then launch the pc in normal mode and try steam again if the error contiunues go to add/remove programs click .net framework and repair or reinstall if not allowed download the latest .net for your windows try installing it it will ask to repair normally,job should then be done mate wiping a pc is the last ever resort.If you can't run combofix ie.unsupported os issue then try using adw cleaner and junkware removal tools from bleeping computer in safemode with networking again and repair the .net program if necissary if still claims to be corrupt on launching steam good luckIf combofix reboots the pc it means it is badly infected and you must continue multitudes of scanning tools to clean up your pc before trying steam again,try in assencion until no virus or any crap is detected in one.

He's probably trying to get you to download more malware. Scan with every antivirus software you own. Malwarebytes, AVG, Norton.. whatever you own.
Worst case scenario, you may have to reformat your PC.

I'm dealing with the same thing, I can't play tf2. It keeps popping up and stop comming back after I "X" it out. It's annoying me with it's crappy computer voice, it keeps repeating in a loop and I'm getting very pee'd off.

This. While it's in theory possible to do a proper cleaning, it requires understanding and/or willingness to learn. Many not tech-savy people lack both.

Yeah right, because a virus can't manipulate the list of things that are launched in safe mode. No, really, a wizard, Ganesh and Jesus are guarding that list against everything. It's safe. Really.
