How to remove this crap? Tried many things but it doesn't wanna go, I'm getting really crazy.

This works, I tried everything else and this finally killed it. Thanks
Deleting the file solved nothing.It appeared immediately after i deleted it.However, I noticed that whenever i have deleted it, the next time i log in to my steam account there was a 'user configuration'.
Had the same problem a few minutes ago, but Malwaerbytes killed it :) But i think you can find this helpfull http://helpdeskgeek.com/windows-7/windows-7-hosts-file/

Thanks this was key. Its already been removed from everywhere but I didn't think about cache of Steam being where it still resided!

This step by step guide helps me remove the ads, so, i don't think that is a malware or adware. For now my computer is clean.

this ♥♥♥♥ is coming back after reseting chrome cache, it just go away temporary
I dunno about Chrome cache as I use Opera, but after running Malwarebytes to remove it, then deleting the cache in AppData/Steam as well as the cache in Appdata/OperaStable mine has been gone from Opera since, so maybe try deleting that cache for Chrome as well.
I did the following

-- Checked my DNS settings in network connections (control pannel > network and internet > network connections >Selected what your using to connect to internet > Internet Protocol Version 4 (6 if using that) > properties < and make sure "obtain DNS server address automatically"

-- Once done also deleted "htmlcache" C:\Users\%user%\AppData\Local\Steam\htmlcache

-- Also fushed DNS via cmd > ipconfig /flushdns

Also might be worth clening internet history etc

Doing the normal steps to remove the adware + this has removed it from steam. People are so **** for making sofware like this....
