HELP! Re sizing/Formatting Picture to fit as steam profile picture

please help, i am currently needing help on re sizing/formatting to make my picture fit in as my profile picture on steam, it would gladly be appreciated.

The easiest thing is to look up websites for that, that's how I resize my pictures. Note: For them to fit perfectly they must be a ratio of 200:200

use photoshop and there are free image resizing software on the internet

184 x 184 px is the image dimensions.
