  1. You should secure your computer first.
Run an antivirus and an antimalware -scan on it.
    i.e. https://downloads.malwarebytes.org/file/mbam_current/

  2. After that, change whatever passwords you can. (Those you may have used while PC was potentially infected.

  3. Register a Steam Support -account at https://support.steampowered.com/register.php

  4. Create a Steam Support -ticket at https://support.steampowered.com/newticket.php
    • File it under Steam; Account Issues > Hijacked or Stolen account

  5. Include this Proof Of Ownership:
    https://support.steampowered.com/kb_article.php?ref=2268-EAFZ-9762

You may click on them to get proper instructions for know-how.

  6. Include screenshots of your trades / Market -transactions should your items have been traded / sold away while account was hijacked (before locking it); and if you fill these requirements:
    https://support.steampowered.com/kb_article.php?ref=9958-MJDG-3003

  7. Now wait, as long as your ticket is open, you're in the line.

The proof of ownership is what im having problems with, it wants me to put a CD key in although I have never used a CD key before

CD-key is just one of the methods, but certainly isn't a one and only requirement

Im pretty sure it isn't, it says you have to have PROOF OF OWNERSHIP or they won't know its me

The SteamGuard code is only for login.

The locking process cannot be reversed with the e-mail.

See the article. That mentions the other methods.

As said, CD key isn't the only proof you can apply. This is written in the Steam Support's Your Question -field, not the CD-key field. Thus there's the + Add attachment in the bottom right corner.
